@David Slamer Congrats for getting "in the game." I lived around Dayton for 20 years. As with most cities, there are plenty of good and bad areas to buy. Biggest thing - is to learn everything you can. Listen to a podcast a day. Join the closest REIA group - or seek one out. I used to be part of one in Cbus. It's on the west side - so about 1 hour from you.

You have to decide what you want to do. Read the Rich Dad Poor Dad series (yes, all of them). Meet 20-50 realtors until you find one that is an investor and can help you out.

You have to determine your strategy, but don’t get too hung up in what it is. Then - take action.

Have fun and know you’ll make mistakes.

@Josue Vargas It's a great question. It depends on how good of an opportunity you have in front of you and how confident you are that you can grow your money. I actually did both. I've paid a penalty and taxes on a IRA withdrawal. My $35,000 investment bought $175,000 property. I made 6000 a year cash flow. It appreciated to 265,000. Then I did A cash out refinance and bought another property that makes 400 a month. So, it has definitely been worth it in the long run. My accountant advised me against it. Everyone I talk to said don't do it. But they didn't see what I saw.

Definitely worth the small penalty and additional taxes that I paid.

@Steve Emling have all of my renters pay electronically. They can set that up with their bank or they can pay with Zelle. I get a notice when they pay and it’s fast. No more stories about the checks in the mail.

Congrats! You need to determine what you want to accomplish.  That will guide your next steps.  Lots of different directions.  Congrats on so much equity.

I would recommend finding some economical granite installers and install granite. We have them in all of our rentals and tenants LOVE them. It's definitely worth the money.

Everywhere - depending on your criteria. You did give criteria, but I think its too vague. That is easily accomplished with some patience and persistence. You can get great return - 1% deals or massive appreciation in many of the areas. The really nice areas - North - will give you great appreciation but not much on the rents. The other areas will both appreciate and cashflow.  Schwab is moving 3800 jobs to Southlake. Fort Worth is hot as is Garland and some areas of downtown and South Dallas.  You need a local realtor with boots on the ground and get super specific with your criteria.

two hq - 3 potential cities, VA, NY, TX. Think big population pool. Don't speculate with your money. Wait for real news, then invest. There is a difference in gambling and investing.
