As a realtor we legally aren’t supposed to talk about quality of neighborhood(at least in Colorado). With that being said, it’s a hard thing not to discuss and there are resources the agent probably has they could provide about the neighborhoods.

Estimating costs is also difficult if they haven’t done many deals themselves or worked with other investors. I learned a big chunk of what I know from watching clients and asking questions.

I would say you should talk with a realtor comfortable in investment real estate, or if you really like the realtor you are working with, see if there is opportunity to grow with your current realtor if they are interesting in learning more.

See if you can find a way to contact the owner. It is in their best interest to sell it because then they won't have a foreclosure on their record. Maybe offer a little over what they owe to get them to show to closing.
