 I'm not an attorney but I've been in your situation a few times. They most likely do not have even the 50% to give you. If it's worth it to you to file in court that would be your best option. Any payment agreement they make with you most likely will not be honored. At least  if you win in court you will get a judgment that allows you to garnishee their wages.

One approach you might want to try is; tell the community what you have done so far to get yourself started. How many deals have you reviewed ? How many letters have you sent? How many people have you called today, yesterday, etc. My point being, active investors love to help people starting out but don't have time or patience to go through baby steps.
