Different state have different types of laws for tenets/landlord rights so try check you state law about doing an inspection to check for drugs. Now if this is true they have violated the lease contract which you can evict them asap because of probable cause illegal activity. background check are great expect for one limitation. It only looks at past events. And if its a clean record it does not means this can change in the future which can blind side you where won't expect so try keeping in contact with each tenet on how well their doing.

Undergrad B.A. Degree in information System which I currently finish business courses that can enhance my ability in investing. some of the course I've learn were: 

business communication- can communicate with clients to make them feel more welcome and increase the chance of getting deals done as well with self promotion/marketing.

Accounting- understand assets, liabilities, profit, and expense of the business and get the full picture to make necessary changes of operation 

Most of Real Estate knowledge is learning practical in books or from other people which everybody can learn at any given time. My parents owned real estate when I was just a child which eventually I had a early head start of learning investing skill. Now university degree has help and skill that are transferable. Knowing practical skill and people can build great investor in the future.

A trust would require someone as a beneficiary and from with I research may not be the best choice to prevent a lawsuit. Now the S-corp and LLC are good routes to go with for protection but, with a S-corp can be difficult to form because I taken a accounting class recently and with s-corp are more regulated with striker laws by the IRS. which personal my final verdict goes to LLC because you are a single person in this business if I'm not mistaken which will get the job done with this option. We did our couple of years for the same reason. Now in order to form one the easiest way is by legalzoom for the files and pay any legal fees, state fee,etc. and you should be with a limited liability corporation.

 Actually cleveland is going to be same with Lakewood because the public water sent a notice the change will happen next year I believe

 Not necessarily true that properties of under 50k need ton of work. I would say about 80% ton of work and 20% little work to cosmetic which can be rare. The only way to know for sure is to gain access to the property and do a cost estimate to determind repair cost if reasonable. I will agree that zip code should be a primary focus when buying a property.

Hope this was helpful. 

 Two things is that it talk about a mortgage lender which would be the bank. Would the time line process from your link be the same in a property tax situation? And my main question is if I want to buy a property from pre foreclosure I only have the first 90 day to do so or could get before the sheriff sales auction schedule date and withdraw the sale from the list?

Ok so I been to a housing auction at the court before and I know after a certain amount of time if the owner does not pay his or her property tax it will go to court for being auction off to the highest bidder. My question is how much time does it take from pre foreclosure process in order to consider it being foreclose and reaching sheriff sales in Cleveland Ohio?
