@Justin Sullivan I appreciate the perspective. I am starting to feel better about it now. I am also paying the deposit by credit. So, if he did fail to deliver, I would have recourse.

@Glenn Sharpe Hey Glenn. You coming up to the site today? 

If I pay with a credit card, do I have recourse if the contractor fails to meet the terms of a contract? 

Specifically, if I pay them a significant deposit and they take it and run?

I don't know what I was worried about. If I am paying in credit via PayPayl, I have recourse, since I am not using my own money. I can either contact my credit card company, or PayPal, to reverse the payment if he does not deliver. 

Has anyone had experience doing this? 

Note: I have about 20 K of 0 percent interest credit that I am using before I use my own cash.

@Michael Blum and @Reed Rickenbach  Thank you for the advice. I should note that he as been somewhat curt from the very beginning, which may serve to explain why he does not have a ton of other business right now. I think the scarcity mindset is is certainly playing a role here, as I am having a very difficult time expanding my contact list.

I should say, another thing that makes me want to stick with him is the value he places upon his Angies list and Google reviews. He offered to discount my next payment because I left him a good review, and asks me to "look at his reviews" each time I express doubt. He does appear to sincerely care about the online reputation of his business, but has little patience for the networking side of things. 

My only thought after he get really pushy here recently was that he could be under water, and with no hope of saving the business, was trying to get as much cash out of me as he could before he moved on. Then again, if he were trying to scam me here at the end, why put so much thought into the consideration of the next project, and why resist changes to the contract which do not affect the deposit amount. 

I guess I will go ahead and pay it and let you all know the result. 

I was wondering -- if I used credit, or a third party like PayPal, could I not file a fraud report and reverse the payment? The one instance I did experience fraud, my payment was reversed within a couple of weeks.

@Jamaica Adviento He claims that he cannot do that with the set price because he obtains the material at a substantial discount. He is just generally inflexible. Yes, I should probably find someone else.

@Joe S. Tell me, where did I say that this was a "great guy"? When I hear someone say that another has "already made up their mind", they are simply angry that former (unlike themselves) have a mind of their own and are capable if independent thought, and don't mindlessly accept what others say. 

@Edgar Z Whelan Because he did something unusual before the end of the second contract when I expressed interest in getting a quote prepared for the next phase: he came out to my property, took measurments, and called me with his price asking me to agree to it. He wanted me to pay him the initial payment for that project before finishing the first,and said that I had to decide right away (which he had also not done before). Something about his mannar seems off.

@Bruce Woodruff What strategy is most effective in getting it back, if any? Is there really no recourse?

@Bud Gaffney I think I am going to trust him. We have had 2 other contracts closely resembling this one (one where he releveled a deck and added handrails, and another interior handrail update), with 40 percent upfront on the first, and 50 percent upfront on the second. He showed up for the first two. No reason to suspect he won't on this one. 

@Bruce Woodruff Not just that, but installing the doors, etc. I think he has a way to get quite a discount on the materials. People often rely too much upon personality and general rules. Merit is king. Nothing else matters to me. As long has he can deliver, and does deliver. Besides, don't I have recourse if he does not? -- small claims, etc.
