hi

As an investor a small project like that I would play the game of risk and avoid the permit man. Baltimore County is more lenient than the City.
see the link for a description of what needs a permit technically

I guy I use to work with was great at these scenarios. He would talk to them for a bit and get it know them. Then as if he wasn’t the person making the offer he would say something like
“so I see some recent houses selling here for around $100k but they don’t need as much work as this one, if someone were to offer you $60k is that something you would consider”

A lot of times the seller would respond with some kind of comment that would let you know if you where in the ball park.

Hi Sam

Lots of cash flow in Baltimore if you can stomach the city.

Post: Eviction Due to Tenant Not Repaying Balance of Security Deposit

I know this may not be popular amongst many but it has worked for me very well. I don’t worry about security deposits from voucher tenants usually. In fact I use that as a way to attract them in some cases, depending on the location of the home.
If they seem like a good tenant I use that security deposit to secure my tenant landlord relationship.
Play the nice guy and cut some breaks for those struggling.
I also will use a no security deposit as negotiation tool for securing a longer lease with the tenant through the program.
The only time I get concerned is when the tenant has a large rent portion they are responsible for. I tend to look harder at this scenarios.

Turnovers are expensive

I had tenant like this. He would pay 6-8 months of rent at a time. Never a problem. Can’t always assume the worst. Just screen them as you would anyone.
