Been out of pocket for a hot minute, thanks for the input. 

Does anyone have a break down / complete fee schedule they were burdened with in Imperial Beach? The city is still figuring the ADU game out down here but many people are building them and those I have spoken with are saying $25K in fees for a 1200 sf build!! That is just craziness. its no wonder so many people are throwing up shacks in their back yards on the weekend.

Thanks Mark and Whitney. An associate in the lending industry sent me a break down on how they conduct comps. I agree that separate utilities are far more pragmatic for the delineation of utility bills however I am was curious if anyone has run into problems with property classification disputes when it comes time to sell and if the pain of single meter is worth the risk of unfavorable property classification for selling to a VA buyer (a majority of this market)

Thanks Shaun, I am not overly concerned about it because I have no plans of ever selling this property but we all know that we plan and God laughs so I want to be as informed as possible. My neighborhood is full of illegal conversions that the state of Ca just generously legalized so I don't think comps will be tough.

Will having ADU utilities on a separate meter have negative long term value ramifications? I would like to discuss, the potential risk for long term property value decline due to mutli-unit classification by lenders who may disqualify single-family applicants. Do separate utilities limit potential qualified buyers later? A cup of coffee on me for the best rundown on this :-)

This is very troubling. I wonder what the enforcement mechanism will be on the back end that ensures property owners get paid rent that is due. I would think that the government is taking on the responsibility of collecting balances for property owners if they are taking on the role of telling renters that they don't have to pay. To me, if I am shorted a month of rent under backing of the federal government, this is a violation of  constitutional affirmed property rights.
