Post: Is tax delinquent list worth it?

I live in the Los Angeles county and I want to start wholesaling around the area. My desired strategy would be to call property owners behind on taxes expecting them to be strongly motivated to sell. I called the county assessors office to get property tax delinquent list. They gave me the email I should contact and when I emailed about the list they said it's about 320 bucks. Is it worth it to get the list at that amount? Or should I find another strategy?

I am a 16 year old in Burbank California interested in learning about the real estate world and investing in it! Does anyone have any advice on how or where I should start? If anyone could help that would be awesome!
