Jag,  I recently sold a property in Clark-Fulton.  There can be good pricing found, but this neighborhood has quite a ways to go before I would consider buying there again.  i owned a SF near St Rocco for 5 years.  It ended up being a positive financially, but way more stress than my others in Cleveland.  

Thanks for the reply Tina,   this property has an older single garage but there is plenty of space to tear down and build a 2 or 2 1/2 car garage.

My main concern is if, when i go to refinance and reappraise that the cost of the build would reflect well in the appraisal.

I called PenFed and they said they couldn't do it.  Maybe they have tightened up a bit in the current financial climate...

Anyone know of a bank/credit union that will HELOC a free and clear rental when I already have 2 open? 1 on my primary, and another on a different rental. my bank will only do a third HELOC if it is on a vacation property. I'm in OHIO. thanks to all in advance for leads!

Do any of the Cleveland people here think the Clark-Fulton area is turning around?  I see new construction happening on empty lots, and NOT right next to Ohio City but further in South of Clark..  I have 1 property in the neighborhood which cash flows pretty well because of the purchase price.  

I'm not looking to buy a Fun-house... unless the ROI is good :)
