You seem well positioned to take action on your investing goals. As @David Stone suggested you may refinance to capture equity for reinvestment. Given your 10 year commitment to the area, have you evaluated your current residence as the initial investment opportunity?  If the property will cash flow, you may maximize your returns and more rapidly build your portfolio by moving into your next property.

My daughter is interested in purchasing and living in a duplex in the Madison, WI area. She has a great income and solid credit history, however she is struggling to find a bank open to FHA 203K or another renovation product.

Any recommendations on an investment friendly bank in the area?
