How is the market in Fayetteville Nc and are there any investors interested in this area?

I know of two portfolios for sale here in Charlotte NC. On SVN commercial real estate website. Search multifamily properties up there. If you need any help with anything if you decide to pursue either one let me know. I was actually looking for a good partner to pursue one of these portfolios myself. 

One is 53 houses for 2,500,00. The other is 241 houses for 16,500,00. Both are about 85% occupied. The larger portfolio has a proforma to download.  The other just a rent roll. Also I was thinking about Aquesta bank as an option to finance.

Is it possible to cash out refi on subject to transactions and if so how long do you have to wait after the transaction is done to do so. I am getting two houses from my parents. One is totally paid for worth about 40k to 50k and other property has a mortgage of about 36k worth about 55k. We want to tap into the equity to stabilize the properties, rent themm out, and to do other investing here in the Charlotte area. What kind of options do we have to make this happen?

Does anyone know a good RE  attorney or title company that does subject to transactions. Taking over inherited property of my family and I need to make sure the paperwork is correct so I can have proper control to gain access to the equity for future deals.

My mother has two properties that she inherited from deceased family members. After talking to her she is interested in receiving help seeing she wants to get the properties up to par and rented out. She is also interested in buying more properties and continuing this process after some talking from the things I have been learning up here and looking to implement. I already have an LLC that owns one property. One of her houses is free and clear and the other has a mortgage. How do I go about getting these two properties under my LLC. I was thinking about seller financing on the one with the mortgage and quit claim deed on the one that is free and clear. How do I go about getting financing for the repairs on both houses as well?
