Is this common practice for Seller not to release rent roll until a contract is signed?  If so, how do you as a Buyer proceed?

I think you are making an excellent choice looking into duplexes!  As far as the age of the property... My wife and I bought a 100 year old primary residence in 2015.  We've had to replace the AC unit and deal with an array of other problems due to age.  However, from talking to friends and coworkers who recently built new homes, we haven't had any more problems with our 100 year old home than they have had with their brand new homes.  So as long as there are no glaring red flag issues, I wouldn't worry too much about the age.  

This blog post (https://www.biggerpockets.com/renewsblog/2016/01/3...) has an excellent section on a guy who bought and occupied duplexes -- all while fixing them up along the way.  Perhaps that is something worth considering?
