Is this another way of flipping a property? Can somebody explain how this works and how can this procedure may help when attempting to buy preforeclosures?

I'm looking to invest in the Central Florida area, specially rehab properties, foreclosures or REOs. I know the market is pretty competitive there, but if you know anybody that is looking to build more business relationships will be appreciated.
