Post: Broker unresponsive after offer- contact owner?

My business partner and I have submitted an offer on an 8-unit building. The broker is super unresponsive and getting a hold of him is a losing game. The building is $500,000 and our offer was for $450,000. The property has been on the market for almost 8-9 months. 

The owner is 85 years old and has held the property for almost 30 years now. We feel our offer is competitive and have no problem offering more. 

How should we handle an unresponsive broker? Should we mail our offer to the owner directly to the legal mailing address?

My business partner and I submitted an offer on a $375,000, 10-unit apartment building. Our offer was for $350,000. The property has been on the market for almost 7 months now and all of a sudden the broker says on the phone "Oh, I had a few more offers come in." Typical games. No issues.

Upon speaking with him on the phone, he seemed generally disinterested and at times slightly offensive. We have already qualified for financing and submitted a letter direct from the lender, LOI and our bio (very impressive bio). We'd have no problem qualifying for the property and closing.

Is this standard broker behavior? He also owns the building he is selling. How should we handle this situation?
