Thank you.  How can I determine if it is a non-disclosure state?
There are 10 or so states where disclosure of sales price is "voluntary" and not required by law. I put "voluntary" in quotes because real estate agents are usually required to disclose the details of their transactions in the MLS, for various reasons, even in non-disclosure states. So in reality, disclosure only refers to public record. MLS databases are not public, and are therefore not considered public records.

According to Google, PA is not one of those states.

Either you get it, or you don't. Part of it is generational, part of it is character traits, and part is understanding things like tech adoption & the network effect.  If people want money that does not enable nation states to enslave others or create wars then there's Bitcoin. 

I believe the separation of money from State is a good thing. Others though,  enjoy the vicarious application of misery through State violence.  I no longer evangelize about Bitcoin, because I don't think there's much point in doing so.  Why? Do Most people care about Bitcoin? No. Do most people care about Julian Assange? No. For similar reasons.

If You live in a non-disclosure state, there may be way....only buy an off-market property, don't use an agent, and consider some form of private money loan for this transaction.

PM is obviously trying to be a contractor, which he's not. The rounded-off prices tell me so. An ALL NEW water heater, installed, is no more than $500 right now by the way (should be less really, but supply chain stuff has most things higher). So yea, you are definitely not get "friend" prices.

I would generally agree with you, but if this is an owner asking about security lights...there's probably a reason.

Appraisal may work a bit different than you assume. If a house sells for $1mm, that's the market value....even if it seems crazy. A freshly completed transaction is the single best data point an appraiser has to work with; especially right now with generally low transaction volumes in many markets. And, appraisers also have to look at price trends, which are also up.

The main thing to understand is that appraisers ARE having a hard time now because they have very few fresh closings to look at from which to use as comparables.

In my area (North Texas) I look at 25-30 "deals" a day. So yes they theoretically exist. Are they ACTUAL deals? Generally not, but that's no different than any other time in history.  Just keep working.

Zoning stuff is very jurisdiction-specific, but generally, 1-4 units is going to be "single family". I'd look up the detail description of the zoning code you are under, and maybe post that here. You might have problems, or not.  Many things around this topic aren't as bad as they sound. 

One thing you need to clearly understand about home inspections...there is no such thing as " passed the inspection". Inspections are not pass/fail, and they DO NOT have anything to do with what building inspectors do. They point out possible deficiencies in the property (only the ones they can visually see!), and are quite limited in scope.

So far from what you've said I don't see any fraud or misdealing here.

Declawing is inhumane and should definitely not be a requirement.
