so im looking at a struck off sale list and it says the struck off amount is 0 and the adjudged value is 1,320 could someone walk me through what this means

struck off property is it just as valuable as certificates and deeds? is due diligence when you go to court house and research the title ,and figure out where the property is and drive to look at it,and what else?
