Post: Mobile Home Transfer Texas Property Tax Issue

I'm trying to help my mother in law out. She sold what I believe to have been a personal property Mobile Home in rented lot in Texas back in 2010.  Apparently she didn't have or transfer an SOL.  Recently she got a notice in the mail about delinquent Property Taxes.  The owner has missed some payment in 2015 and presumably 2016.  Upon looking at the tax info it appears her name is on as the owner of record still with the buyer listed as "Care Of".   The buyer is not responding to messages and we are not in-state any longer.  It appears that a proper SOL will need to be filed but without taxes being current nor the buyers participation I'm not sure how a SOL application would be accepted.  Any ideas?
