The listing agent is the one who has the contractual arrangement to list the property for sale.  The commission is paid by the seller.  When another agent brings the buyer, the a portion of the listing commission is given to the buyer's agent (well, technically the buyer agent's broker).  As a buyer, really don't have direct control over how your agent is compensated.

As a seller, @ jonathan greene covered it pretty succinctly.
