@Marlon Thomas Hi Marlon. I love your motivation. I haven't developed raw land yet but I think flipping houses would give you some skills that would transfer to development. Getting permits, working with contractors, (and responding to code violations :p) are applicable to both. Finding an experienced developer to work with would be very important to get you on the right track with your first project.

@Jesse Daconta I forgot to answer your second question. I look at the balance sheet, financial and population growth, revenue sources, top employers, development areas, and city projects. I'm trying to get a feel for if the city management has its act together and if the demographics and revenue trends can support the city management's plans. I'm sure more sophisticated people will get a lot more out of it, but I'm just trying to get a gut feeling for the city :)

@Jesse Daconta Yes the Comprehensive Annual Financial Report is a standard report and every city should have it available. There is also the Popular Annual Financial Report, which is smaller and more marketing than details. I recommend reading them both for any city you plan to invest in.
