It sounds like there is no written lease. After purchase, you can request that the tenant signs a new lease with you. The security deposit could be part of that new lease.  

There is a written lease and the tenants are HUD. Could that have something to do with why a security deposit wasn't collected? seller claims he didn't collect it because they were going to pay the pet fee.

Are we as landlords allowed to request a security deposit from inherited tenants if the previous landlord did not collect it?
