Be patient. I strongly recommend that you buy in the best neighborhood you can. There's a duplex for sale on Fay Circle as well. Needs work, but that's an opportunity for you. And you can easily get $1,700 in rent there. Long term, that upside is a no brainer.

I am biased, but I'd say Sacramento! As someone from Los Angeles, I NEVER thought I'd set up shop here. But, the people here are super nice, Sacramento has developed to have everything you'd want in a big city, is close to Tahoe, SF, and for me, a quick flight to LA. I'd recommend renting an AirBnb here for the weekend and checking out the town. Shoot me a PM if you ever get out here!

I would give the 60 day notice of your planned rent increase and let it play out. You'll have no problem replacing those tenants if they decide to vacate. You're running a business and there's no harm in treating it as such.

West Sacramento is actually in Yolo County and other than the name, is not associated with the City of Sacramento or Sacramento County.

I would just ask a title company to get me the addresses. Should be no problem. I have done this for 4 unit multis in Sacramento. They didn't even charge me.

Instead of a pet deposit, which you are obligated to return, I suggest charging a pet fee. You do not have to return a pet fee. $29-$49 month.

The true Bay Area bubble is the start up economy. Of course the goliaths like Salesforce, Google, Apple, FB, Uber, etc. will always be there. Any ol' programmer or business kid used to be able to form a start up and get it funded and use this is afford expensive housing and hire those who can. That's not the case anymore. From what I see, VC money is more picky, and when small Silicon Valley startups hit a bump in the road, that will effect RE. 

I've worked with half a dozen folks who moved to Sacramento from the Bay because its not only home prices that are high, but also the price of everything else. They can afford to live there, but they pros no longer outweigh the cons.

Almost all of the property owners using AirBnb in Sacramento are doing so without obtaining the requisite permit from the City. It's a business risk that some feel is worth taking.

You could buy multi in Sacramento with space to add additional units. I would also think about using the brrr method on on 2-4 units without paying cash. Unfortunately, I don't think speed is an option in the market right now.
