I am in California and i would like to rezone a 2 unit apt into a 4 units. what are the steps and how much is the cost.... well beside the constructions cost.

I have my eye on a property that's sitting on a .26 AC, right across the street from a Mcdonald's... the property is currently vacant and I think it would be a perfect location for a national tenant as the traffic volume on the street that it's sitting on is 30,000 a cars a day... 

If  I have everything together from (property developers, lease from a national tenant, city permits) I will be able to find an investor. what should be my first step?

I am open for ideas and even a possible partner...
