I am not certain of the exact thread; as Alex said above it is more of a perception that an FHA deal is more onerous on the seller. I purchased my first house with FHA financing but this was in the early 80s when interest rates were 15 -17% and hence buyers were scarce. I do not recall any major delays or demands upon the seller; certainly they did not have the seller make extensive repairs because I did a lot of work post-purchase. But that was 40 years ago and the field has changed.

I have read elsewhere here on BP that some sellers are reluctant to accept an offer financed through FHA due to the stringent inspection and paperwork process. In a relatively hot market a seller may balk at the lengthier time between accepted offer and closing.

There could be many reasons for a property assessment jump, but often it is the sale of a property that the assessor considers comparable to yours.  Your approach would be to show why the properties are not of equal value.  This can be counter-intuitive to a real estate investor because comps are usually used in hopes of maximizing the value for financing or sale.  If your local Registry of Deeds has records available online you could look up several properties in your area that are similar to yours and check the sales and tax history.  If any show a significantly higher assessed valuation you can try to show why your property is worth less. 

So, reading between the lines I gather the BP community thinks the tenant's proposal is

a bad idea?

Seriously, all the other red flags aside, if the tenant were to put in an above-ground pool

you would eventually have to re-sod (or at least re-seed) the footprint left in your lawn.

I personally find up selling to be very upsetting!
