Post: Wholesale Tax Foreclosure

I have a deal in working on, I'd like to get some feedback on. There is a property that is going through tax foreclosure but there is no sale date set. I have talked with the owner and they are willing to sell the property subject to. I would like to wholesale this property to an investor to hold or flip. The investor would need to pay the $15k in owed taxes and rehab the property for 40k. My fee would be 5k so in total the investor would have this property rent ready or flip ready for 60k. ARV on this property is 120 and it would rent for 850-900. Would this make sense?

He told me they started a broad search for absentee owners in the city and came up with around 7k. When he choose their "no mortgage" option it reduced the results to 11. If we say owners bought with a 30yr mortgage I could assume that homes with a mortgage origination date of 1985 or older would be free and clear.. Would that work?

I'm looking to mail absentee owners in my city but I would like to mail owners who own free and clear property. What criteria can I tell my list provider to narrow down the search?
