Post: What to do with a Tax Delinquent List?

So I just got a hold of my first Tax Delinquent list from the county's tax accessor office. I heard that was a hard list to get, but it was very simple for me. It was just costly. The list came on a CD with 1,535,258 lines worth of what looks like code.

Here is an example of a line: 

SCNDELQ 0030005225000S000000000 800630 00000000+000000000N 000000 000000 $887.3302+0000000.00

I understand that somewhere in there is the Parcel number and I believe that is the way to find information on the property owner. I went to the county's property information management page and tried to enter what I thought was the parcel number (13 numbers) and it tells me the parcel doesn't exist on the database. 

So my first question is what to do first now that I have a hold of a list? 

My second question is how do I filter that list down to a manageable number?

And lastly, where do I go to find the addresses to each of these delinquent properties that I have?

Any other information on what to do and how to decipher this list would be very helpful. Thanks in advance!

@Aaron Mazzrillo Thank you for all of the great information! I am getting started in the San Bernardino area, so it's good to hear from someone local. With your advice, I made an offer on a home in Hacienda. He plans to call back once he talks to his brother, so hopefully he accepts.

I just got one of my first leads off of a bandit sign I placed on a tree in the entrance of a grocery store (for other new investors who use bandit signs). They called and did not seem too motivated because they said, "I'm just calling for sh!ts and giggles to see what I can get for the property". But since i'm new to wholesaling I want to pursue the lead for the experience. 

Anyways, I started asking him questions about the property and he tells me how there is a large edition to the home that in not permitted. How do I address this situation? Does that stop me from doing a deal or does that mean that it makes it even more of an interesting deal? The home is in a very expensive area, so I do not want to miss a potential opportunity if one is there.

@Sonia Captain Thank you for your in-depth reply. I love your strategy of sending every lead an offer and let them call you. I am curious if that is how you started out getting leads when you first began wholesaling? That method sounds pretty expensive. If there is a way to apply your strategy with a very limited budget, I would love to hear. 

From the research that I've done, "Driving for Dollars" is the most cost-efficient way to find leads for beginners with a small marketing budget. I appreciate you opening my eyes to other methods.

Hello, I just began my journey with wholesaling about a month ago and I am currently driving for dollars using Deal Machine in the San Bernardino, CA area. I have a few questions that will hopefully allow me to maximize my time and resources. 

1. Is it a waste of time to market to LLC owned properties? If not, would a beginner be advised for to pursue those types of leads?

2. In reference to A-B-C-D neighborhoods, A being Beverly Hills and D being Compton, are D properties worthwhile to pursue?

3. I am having trouble finding vacant properties or really any homes that are very distressed (tall grass, busted windows, etc.). I see plenty that are slightly distressed and they usually are already owned by an LLC or owned by a family trust. On the occasion that one is not, should I still attempt to contact the owner? They may not be very motivated of their homes are not in too bad of shape.

Any other information on how to successfully drive for dollars would be much appreciated.
