Having them pull comps is very simple and hard to mess up. If you have them send you all of them for the area, then you can make the determination of which ones are best for you. Most are happy to help with pulling the information you in hopes to be your agent in the future.

Make friends with some realtors they will help you get accurate comps so you can figure the ARV. Other than that Joe is correct on the best way to figure ARV I have seen most appraiser use this method.

This is probably going to be Owners responsibility. It will probably be an insurance claim if the repairs start to rack up. The only way this will become something you can charge the tenant for is if the courts find them responsible for the actual act.

In Kansas City the city will send a warning letter to you prior to issuing a fine. If the city does mow it will be on you to pay the fine, however, Most if not all PM will put a vacant house on their mow list as soon as if not before the tenant moves out which means it should be mowed within 30 days depending on starting condition during move out. I know some do not mow lawns more then 2 times a month however most try to get away with 1 time a month to save owners. My concern is after 30 days of vacancy would be why is it not renting. If you bought a property in a desired area and proper marketing is being done the house should be rented within 30 days as long as the house shows well. If this is not the case then the PM company may not be promoting your property. PM companies due cater more to their larger clients hower, they still owe you all the services you agreed to on the contract. Ask the pm for a showing report and comments from the showings, ask for current pictures of the property, Have them take a video walkthrough of property and street. If you do not become annoying then they will overlook you and pass you by. Multiple emails following up so you can document the conversation and have a trail of documents showing your attempts to get issues resolved.

As far as making an offer that would be in the right ballpark without knowing your final numbers is a little bit of a trick. In my experience, I go based on owners information and pictures if they can provide them. After that, I figure a number based on the sqft of the house. Normal rehabs in my area are around 35 dollars per sqft if it looks like a bigger rehab I go a little higher. Once I have this rough number I add a little more for contingency with this I can come up with a reasonable number so I know a good starting offer. Then during the inspection period, you can always change the price if the contractor and inspection numbers say more. If the seller will not accept the new price you can cancel at this time with no penalties.

I am so glad to here that you are interested in Real Estate going forward and Kansas City is such a great market to get involved in. I have been buying and selling houses in the Kansas City area for the last 8 years for other companies and just recently went out on my own. I know that the MAREI meet ups and other groups are a great way to meet people and get started. I agree with Jacob I would make sure the property manager forces the issue with threats of eviction. They should be told that if they have an eviction filed it will be hard for them to find a place. Also have them remind tenants that the rent is still due on contract no matter if they are moving. If all else fails and they do get out your best bet is a collection agency or write it off and if they have a deposit you can keep that to cover some of the cost.
