Post: Sheriff sale Lien questions

What's going on everyone, I'm interested in a property that will be going to sheriff sale in a few weeks in Pennsylvania. I have been doing my due diligence and finding any liens on the property. 

Owner has a credit card judgment from discover for 10k and 2 judgements from the school district. If I'm the successful bidder, am I liable for these judgments?

My fiance and I have been trying to find a 2-3 fam to house-hack in one of the most hottest areas in New Jersey (Montclair). Every offer we have put in, gets outbid by 30-60k over asking and we wont settle for any other area unfortunately. 

I'm going to try a different angle, I'm going to cold call / send out letters to owners in the area to see if I can get myself a good deal and not get into a bidding war with others. What I'm a little worried about is 1) Iam not a cash buyer 2) I will be using traditional bank funding to purchase the home.

Anyone have any advice or been in a similar situation that maybe they can give some pointers in?
