Can you provide an example of a situation? I see in Palmer Ranch average 2br condos are listed from $120-$150K, during those instances when they work with "elder care attorneys" , What could a $140K condo go for?

I am trying to move to Sarasota FL area and I see a lot of condos available in the area I want to move to. Curious if there are "hidden" listings like a bank has which I could buy a condo from a certain area and get it for a lot less than a listing on Realtor.com . This is my 1st buy and I plan on paying all cash so would like to find something that needs work but all the foreclosures I see on Realtor.com are only priced $5,000 under a "non"foreclosure. Can someone clarify how do I find condos that are discounted by its a shortsale /foreclosure? I just don't see anything that reveals a discounted price. 

For example this is a listing I like:

There are so many like this but all price about the same, curious if it is possible to get a property like that for $30K under ask?

I am self employed and plan on moving my source of income "computer support" business to Florida and trying to figure out how I can get qualified for a loan so I don't have to pay all cash. My original plan was to buy a cheap condo and pay all cash but I prefer to utilize my options by putting down as little as possible so if the business needs more cash to start back up, I have it available. Any suggestions?
