Yes apparently now even though they are not paying cant evict them until Governor announces pandemic is 'over'

Hello, I need some advice I currently live in NY. I bought a foreclosed home in march, and the tenants refuse to leave/and dont pay. What am i supposed to do? I am trying to start renovations the house is literally TRASHED.  They have been living there sooooo long rent free since the previous owner died. I tried talking to them and they refuse to leave and claim I am ambushing them. I never dealt with this before and need some advice.
