I personally own and live in the neighborhood. Its not without its riff-rap still, however being surrounded by Lafayette Sq, Soulard and Benton Park help a lot. I would say about 70%-80% of the properties have been updated and have great folks living in there. We are seeing a lot of spill over from the surrounded areas where people don't want to pay higher rent and home prices living in Soulard so they are just coming over to the next neighborhood. 

Though I would say at the time of this writing, the following street seem to be the roughest are Missouri, Indiana, and certain spots at Ann and also Russell. 

One thing you might want to do is get signed up on the st Louis crime notification text (Look, Out STL google the website to sign up for them) , anytime someone calls in a crime you get a text about it. This works well if you are trying to find out about a certain area you are investing in. The above streets I mentioned seem to get the most calls on regular basis.
