When i get contact of the owner of the property should i ask if i can send an inspector out there? Also this property is off the market ive looked on zillow, realator, etc

So i found a house that has tall ish grass and a broken/open window with no mailbox at the location and i was to buy this property for my first house to live in for a while then eventually sell. What kind of loan should i go with assuming it needs repairs?
