Trying to rent my ADU.

I had a strange situation happen last afternoon. A lady came by saying that she wanted to rent the place for her sick friend. We walked into the ADU for her to try to extort me. Basically she said that she's from city housing authority and that if I did not rent the place to her a much lower price than I posted the rental for, that she'll report me to the city. I guess because we don't have electricity tied directly to city power the city can shut it down. I'm learning that she knew the previous owner and that the city came down on the previous owner for the same reason. Ideas?
