Anthony,

It looks like the ordinance to exclude background checks would not apply to 2-4 units if you live in one of the units (house hack) and could provide you with opportunities to buy units from people that are not living on the property.  Thanks @Kari Koszdin for the heads up!

In the right neighborhoods people are buying fixer-uppers at near retail price.  You may not have to put any work in and still get a great price for your place, if you want to sell.
