Post: How to make sure land is build able

I am trying to help a client purchase land to build a home, he has a builder already but the builder only does foundation up. They won't touch water/well, septic, or power. Who do I need to get in contact with/ what steps need to be taken before he puts an offer in. Or should we put in an offer contingent on feasibility of utilities? Any advice helps! Land is in Kitsap county WA

My language was poor. The land is already zoned for up to 44 homes. We want to put together a good pitch to sell investors on the development. So I more asking for what kind of materials an investor wants to see before willing to fund a project. What makes the difference between a project that gets funded and one that doesn't.

My partner and myself are getting ready to start a large development in Kitsap county, which is currently blowing up as people move in from Seattle and California. We are looking to find limited partners willing to help the initial permit/application process with the state in order to rezone the land for construction. I was wondering where people have had success finding partners willing to take on a new construction project? Most likely we would be staging the build of 44 homes into two phases. Completing 15-20 homes in the first phase and then building the remaining homes after the first lot has sold. But either way we are need of some serious investors and have not been able to find a good point of contact thus far. Any advice helps!

Currently in the Kitsap county market we are experiencing an extreme shortage of inventory which is projected to continue for the foreseeable future.  At the same time, building ordinances in Seattle, in combination with the general overpopulation and density of the city, causes more and more families to seek alternative housing locations. We find ourselves in the "San Francisco-ization" of the Seattle area. That means in an area with little inventory but high demand, new construction becomes the only option. But the options are no good. Our developers are more concerned with getting the biggest bang for their buck by building as many large, boxy, cookie cutter homes and packing them in so they resemble the cans of sardines that my grandfather spread on his toast NOT neighborhoods suit for young couples and aspiring professionals. Where are the developers concerned with building quality homes on 1/4 acre parcels? 

I don't mean to rant... But I guess I just did. So let me get to it. 

In this world of build 'em fast, build 'em cheap I want to do something different. I want to build neighborhoods that are as much focused on bringing in new communities as they are on supporting and sustaining the already established and thriving community.  But I have no idea how to start, how to find the like minded investors, how to prove our potential success, how to take that first step. How would you go about finding the right team to put something like this together? Where would you look for contacts? Let's stop Washington from becoming the overdeveloped landscape that so much of California has become and reinvent housing standards for all Americans.
