Thanks. Can I come in with a lower offer than is currently proposed by the potential contingency buyer?

I have seen a number of houses in my area with contingencies on them.

Can I make a cash offer and ,if so, does that take precedence over a contingency?

Also, if so, can I propose a lower priced offer and how is that considered on a contingent house?

@Mary Mitchell Looking at housing that could also be market rate. Additionally, have two children attending Virginia Tech locates right there.
Thoughts on renting to college students in a college town (Blacksburg, VA)? Any special pitfalls? Advantages?
