I don't see why it wouldn't count as notice but all the resident has to do is delete it and tell the judge they never received it. We generally post a notice on the residents door and take a picture of it, it's pretty hard for a resident to convince a judge they didn't receiving a notice with that evidence.

It might be worth asking them to start the eviction process as soon as possible next time you have a late paying resident. Sometimes a simple conversation will help your property manger understand how to better meet your expectations and adjust accordingly, and it's easier than switching to an entirely new company. However there are times that switching management companies is what you have to do if your current manger is incompetent.

It might be in your best interest to have a local property manger take care of this property and have them change the filters regularly. I personally wouldn't be spending any more than necessary on someone that won't take care of a property. I would still keep the building well maintained just not be doing any upgrades. Once their lease is up, I would strongly encourage you not to renew it. There a lot of great tenants out there that would be happy to take great care of your property and pay you market rent. :)

There's pro's and com's with both. Cash is easier and cheaper rout for one specific deal(s) however a hard money or private money loan can allow you to do more deals and scale quicker or allow you to keep some dry powder for when the project doesn’t go as planned. You can always do a hybrid where for example you put in 50% of your money in the deal and finance the other 50%.
I think it's also good to consider opportunity cost. If you have all your capital tied up and a great deal that could net you 100K (put any amount in there) comes along and you're not able to buy it, paying cash for you current property/project just became pretty expensive.  

However, like some other folks on here already mentioned, it comes down to your risk tolerance.

 I use landlord locks and would highly recommend them. I just switch them over as units turn. Any kind of master key system will make your life much easier 🙂

It might be easier to put a railing on the outside so no one can fall out when its open… you might want to check with you HOA first and see if thats ok.

You should be able to turn it within a day or two if it just needs a little cleaning. One thing I try to do is walk through an apartment before it is vacated and get an idea what needs to be done before I can put it up for rent I'll then line up the tradesmen that will need to start working in the apartment and have them start the day after the resident moves.(it pays to keep good relationships with contractors cleaners etc..) 

In some cases if the resident keeps a nice clean apartment. I'll work out a deal with the current residents to allow me to show the apartment to prospective residents and have a new resident approved and ready to move in 1-3 days after the current resident moves out.. I learned this from an older gentleman who is a successful landlord.
