It used to be that you could take over seller’s payments as part of selling/purchasing strategy. Then the practice was banned. What is the status of the practice now?

Can wholesalers, cash purchasers purchase properties taking over payments only?

Recently, I purchased a small parcel from online. Still waiting on deed more than four weeks later.
