Thank you for the response. Yes, I am aware of that. However, if someone wants to take legal action against someone lives outside the US for a spam message, the costs and procedures would be different, right? The question was about the practical possibility of filing a lawsuit in this case.

Is there anyone familiar with texting compliance? If I hire a VA outside of the country and make VA to send text messages, would there be any significant issues? Or is it better to use a professional texting service to potentially avoid legal responsibilities?

Also, if you use a texting service like launch control, you may avoids DNC risks but it is still technically illegal because you are texting people without consents, is that correct? Seeking advice. I am based in CA.
