Does anyone have any experience with investing in section 8 housing in Memphis, TN?  

in my experience, there was no direct point of contact, which made it hard to negotiate.  But I'd say, overall, the transaction went fine.  

From my understanding, the short answer is yes, you can can use a 1031 for multiple properties.  However, there are some restrictions.  I would recommend you speak with your preferred title company about this.  

If no one answers circle back until you know it's a dead end.  

Keep dialing and moving forward.  it's a numbers game.
