little scenario. 

I live out of state and would like to buy a duplex in Milwaukee, but I don't have the 20% down payment (I have 10% for my price point).

I found a potential partner that lives in Milwaukee, and wants to invest, but doesn't have money.

I suggested we buy the property together, I come up with the down payment(3.5 to 5%), and she lives in one unit and gets a renter to rent the other unit. 

Is it possible to qualify for the loan together to buy the property as a primary residence even though only one of us will be living in it?

With that being said, you may want to settle some of the nerves by house hacking a duplex. Although you may not have as great of returns as a BRRRR, you will gain confidence.

If your current life situation allows for house hacking a duplex, I would highly recommend taking advantage of a low down payment, getting some experience on the process, and BRRRRing your first property from there. 

Although having a successful BRRRR happen on your first deal would be great, the opportunity cost of it going wrong and leaving a "bad taste in your mouth" for future real estate transactions would not be worth it for me personally.

Everyone has their own risk tolerance and financial stability, but that is just what I would do if I were you.

 It really helped. I considered doing house hacking. I think it is the best way to start, however, I am doing my mba in Ruston, LA. It is a small city with 21,000 people. I don't want to invest here, and I don't want to wait another year until I graduate and move to Midwest to start.
