In short, not really.
I set up a system with direct to tenant meter billing to avoid the overhead of a relationship with an EV service provider.  It means doing local maintenance in case a cord is damaged, but simplifies things for the tenants with reserved parking spots.

Looking at your lease terms compared to what I see on the ground during inspections:

1) The big issue is where the cord goes.  Is it out a window, pinched by a garage door seal, a walkway trip hazard, or just fine.  

2) The NEMA 6-20 plug is a good choice for low cost charging.  Cheap to install with thin wire, it will charge 4x as fast and plenty for most, yet not involve any big upgrades or wires or conduit.  Having a weird plug like this reduces the chance of the outlet being used for other purposes.

3) Many of the travel chargers are nominally waterproof, but in practice need to be sheltered to avoid internal condensation.

....I have written every lawmaker I could to amend this ordinance, I urge all to do the same.
The City of Berkeley is getting close to passing a new "demolition" ordinance that prohibits the removal of JADUs ADUs and even illegally constructed units, except under really specific circumstances.

@Dan Heuschele : no, sorry.  My jurisdiction has narrow views of what constitutes new.  Yes a completely new build on an empty lot would count, but not something that involves adding to an existing building.   This jurisdiction even has units that are 2/3 under rent control, because they defined part of it as pre-existing.

My local jurisdiction imposes an owner occupancy requirement on JADU's but not ADU's, even in the case of an internal ADU that could be a JADU due to overlapping definitions.

ADU's are exempt from rent control and thus fixed term rental contracts are possible. But if you build a JADU plus an ADU, the local rent control agency intends to declare that it's now a triplex, and all three units (the main, JADU and ADU) are controlled, and fixed term leases are not enforceable.
