@Jonathan Safa, I'm a real estate attorney in Orange County, so welcome to Orange County!  There is some decent information above, particularly the quotes from the California Department of Consumer Affairs and the text of certain Civil Code sections.  Although I cannot comment on your specific situation, I will give you some further general guidance.

Generally, your options for repairs are repair and deduct, abandonment, or rent withholding.  Note that rent withholding is only available for serious defects that violate the implied warranty of habitability and threaten your health or safety.  You can get more info here: http://www.dca.ca.gov/publications/landlordbook/re....

Also, check the terms of your lease.  Did the landlord warrant or represent that the gas in the unit was on?  Working?  In good working order?

I'm assuming that your gas utility provider is So Cal Gas.  I've never heard of them taking so long to turn on the gas.  Did you inform them that you are living in the unit and have no heat or hot water?

I hope that you're able to fix this soon.  It hasn't really been cold enough for a heater yet, but I wouldn't want a cold shower.

Although I don't know the specifics of what the tenants saw as $100,000 for cash for keys, one such requirement in San Francisco was recently declared unconstitutional: http://sanfrancisco.cbslocal.com/2017/03/22/appeal....

The discussion regarding the non-assignment provision is just to warn you that such provisions may be included in some of the form contracts out there.  You would not want such provision included in your contract.  It is still legal in California to do an assignment.

@Cody Evans, I am a California real estate attorney and real estate broker and investor.  The advice given by @Edward Schenkel is correct as to some of the pitfalls and dangers of wholesaling.  I would add that many of the common form contracts in California have been including non-assignment provisions or assignment-subject-to-seller-approval provisions.  Obviously, any contract with a non-assignment provision would be a problem for you.  A contract with an assignment-subject-to-seller-approval provision does include that the seller will agree to a reasonable assignment, but that can create a dispute between you and the seller as to what is a reasonable assignment.  In addition, along the same lines as suggested above, be aware that in California, every contract includes an implied covenant of good faith and fair dealing.  Be wary of potentially violating the implied covenant, or any explicit covenants in the contract, if you do not have the means to close yourself on the transaction.  Let me know if you have any more questions or any good deals.  Good luck!
