I see that population is going down and vacancies are higher on a few properties I have looked at. Should I stay away from investing in Jackson MS?

I can see that population has been decreasing in Jackson over the past 10 years. Also, vacancy rates seem to be higher here. How do you see things going Craig in regards to these issues in the future? Finally, would you say there is a market for repositioning a C class property into B class?
