Post: To buy or not to buy

I am fairly new investor but I do own 16 units. There is a 13 unit building for a real good price that I’m interested in but it is in a neighborhood that seems to be trending in wrong direction. The building is completely empty right now and only needs minimal work to have all apartments rent ready. Should I wait for something in better neighborhood or if the numbers are right should I put in an offer?
