Is the owner willing to sign a lease?

@Kenneth Garrett  Thank you for the help.  That's the thing.  The property hadn't been winterized OR at least did not appear so.  The agent said the previous tenant moved out about a month ago and then came back saying one tenant was moving in on 12/1, which I'm still confirming.

Viewed a duplex with my RE agent.  The other agent showed up to let us in the property and none of the utilities were turned on.  I'm in Clevland and its pretty much winter.  The agent said they did not want to incur any costs while the property was vacant.  The agent also mentioned that both units had tenants that would be moving in but kept going back and forth on the detail of the leases.  Shouldn't he know this information?  We then found out only one of the units was actually leased out and for less than what the seller's agent said for.  What are your thoughts?  Run or go for it?

Newer to REI. Looking for rented OR tenant occupied duplexes in my area. Has anyone experienced dishonest agents, saying that property is rented when it is not. If they provide a lease, even if it's month-to-month, is that a binding part of the agreement? How does the lease transfer over upon closing. Does the tenant have to sign a lease with me to stay in the property. I'm not looking to change the terms.

I know, several questions. Any help would be appreciated.
