Post: Excessive late night noise from neighbors bothering tenants

I have a rental in a condo complex that's under an HOA and the neighbors on the floor below my unit have been having loud parties until 4 in the morning about once or twice a month for the past 6 months. My tenants have gotten video proof and we've been sending it to the building manager for a while now, but he said that he's been applying the full force of the HOA agreement for the last few months and we're still having problems. My tenant doesn't want to call the police either. Do we have any other good avenues to work with, or are our hands just tied here?
