What does it take to become a qualified intermediary? Is there a license or certification? Do you need the approval of the IRS? etc...

I have a condo that was my primary residence for 5 years. It has now been vacant for 6 years. I want to use it as a rental property for the next 3-5 years and then do a 1031 exchange. Can I do that?
