He lives on the west coast so he hasn't lived in the house. He is just waiting on equity to refi out. Opions are limited when you don't live in the property on this loan.

@Rob Harris that is useful to know that all Re-Zoning goes through a public hearing. I want the education of getting a property Re-Zoned so I am willing to go through with it. I just want to know if anyone has actually accomplished a Re-Zoning and although our circumstances are different, I would like to know what their process involved.

@Ayaz Usman I work in San Diego and have been looking for 2 years to find MFHs within 1 hour drive. So far I have only found and purchased properties that cashflow in Spring Valley (91977). This is 20 min from downtown SD. These properties cashflow with zero down and I use property management. It is extremely difficult in this area to find cashflowing properties, but they do pop up on the MLS every once in a while. It does take a lot of searching and swift actiom to get the ones you want.

My friend wants to refi his USDA loan but is told by Chase (the bank) that he needs to live in the house for 6 months in order to refi. What can he do?

Lemon Grove and Spring Valley have been the best that I have found on MLS in the area. I have a duplex in Spring Valley that cash flows about $300 after all expenses every month. I see plenty of opportunities in my area, but I feel like the owners need to be contacted directly on a property or neighborhood will work. This is because many of the properties aren't for sale on MLS.
