I agree that if it is as bad as it sounds cleaning probably won't be enough.  Replacement might end up being cheaper.  I work for a commercial contractor in Santa Clarita and we use Alliance Environmental all the time and they do a really good job.  http://www.alliance-enviro.com/

@Abe Osman is right that oil prices are affecting employment in Bakersfield.  I have look into the area as well and that was one of my concerns.  Oil and agriculture are two major industries in that area they are both being hit pretty hard right now.  Low oil prices and drought.  We that being said the overall area is 800K+ people with a lot of home building going on, those construction jobs will help.

@Nick Coonis looks like a real cool project.  Where are you getting the modular home from?  I have seen some cool designs online and I am curious who you went with.  Hope it goes real smooth for you.
