Post: refinance investment before or after new purchase

Hello - i currently own a duplex in PA. I purchased the home 5 years ago while living in PA and still have 25 years on my mortgage. A job came up and i moved to NJ where I rent. I am looking to purchase a home in NJ and keep my PA duplex. I want to refinance the PA duplex at some point and i could lower the current rate. My question is, I am actively looking for a home to purchase in NJ, should i wait to refinance the PA duplex until after i purchase a NJ house or refinance before I purchase one? Not sure if the refinance will hinder my chances of getting a solid mortgage on the new house in NJ. Thanks!
